NIBE Energy Systems Limited has been appointed to the new Procure Plus ‘Supply of Low and Zero Carbon Technologies’ framework, a £720 million programme designed to accelerate the deployment of renewable technologies across the social housing sector.
The four-year framework supports housing providers and local authorities in delivering large-scale retrofit programmes to improve energy efficiency and reduce emissions in homes across the UK. It has been developed in line with Procure Plus’ four-pillar approach to social housing procurement, focused on cost efficiency, quality and compliance, innovation and social value.
As part of the appointment, NIBE has been selected across three key lots:
Lot 2 – Air source heat pumps up to 15kW
Lot 5 – Ground source heat pumps up to 15kW
Lot 6 – Ground source heat pumps above 15kW
This framework builds on the wider £1.6 billion Installation of Low and Zero Carbon Technologies framework, which focuses on retrofit assessment, design, and installation services, further enabling end-to-end delivery of low-carbon housing upgrades.

In line with Procure Plus’ commitment to driving innovation, impact and social value, the framework places strong emphasis on supporting skills development, supply chain resilience and positive outcomes for residents and communities. NIBE’s approach includes investment in installer training, long-term technical support and close collaboration with housing providers to ensure solutions are fit for purpose across a wide range of property types.
NIBE’s appointment builds on its successful track record delivering renewable heating solutions through previous Procure Plus frameworks. A recent example is its work with Northwards Housing in Manchester, where NIBE supplied heat pump technology as part of a retrofit programme to improve energy efficiency, reduce carbon emissions and enhance comfort for residents. The project demonstrated NIBE’s ability to support large-scale social housing upgrades while meeting the practical and technical demands of occupied homes.
The new framework is expected to help deliver thousands of renewable heating installations over the coming years, contributing significantly to the UK’s net zero ambitions and efforts to tackle fuel poverty.
